Commissioner Brand is responsible for the training, development and education of the department’s workforce. He came to the department in 2015 after serving 27 years as an officer in the United States Air Force. Commissioner Brand flew for more than 3,400 hours in the MC-130P Combat Shadow in a variety of assignments over the first 13 years of service, and worked as both a primary trainer, faculty member, and academic leader for the latter half of his Air Force career. Commissioner Brand deployed to combat operations in the Balkans, Iraq and Afghanistan. He holds a Bachelor of Science degree from California State University at Northridge in Accounting, a Master of Arts Degree in Management from Webster University, and a Masters in Military Arts and Science Degree from the U.S. Army’s Command and General Staff College in Military History.
